He's a complexity chaos scientist which means he is kind of new to quantum mechanics because chaos science is still symmetric math. So he focuses on converting the noncommutative math to symmetric math as chaos.

So this is similar to what Penrose is saying but Penrose/Hameroff tie it to quantum relativity based on gravity.
Recoherence approach brings another variable into the picture: entropy. Decoherence is related to irreversible entropy increase (see attached paper). In open, far from equilibrium systems, entropy decrease may reverse decoherence and then generate a macro coherent state that lasts for one nanosecond. These macro coherent states are good candidates for Whitehead´s "occasions of experience".
Right so Hameroff says the secret to maintaining quantum coherence is the phonon energy from the photons.

…that phonons can not have momentum yet it is the phonons that are the frequency energy as complementary opposite time - as the reverse phase shift of electrons and photons, etc. So again the phonons are the “hidden momentum” of charge as the precession or backwards wobble of spin - but in alchemy this resonates as a macroquantum energy.
